On first displaying "E-resources covered by this agreement" the message "The list contains no items" can display instead of a spinner

On first displaying "E-resources covered by this agreement" the message "The list contains no items" can display instead of a spinner. This does not happen every time, but seems to happen consistently the first time the list "E-resources covered by this agreement" is displayed after adding a package to an Agreement.

The attached screen capture shows how the list eventually loads even though the message suggests there are not items to load
