Description

Use LAS:eR API to create Licenses within Folio.
Initial aim is to:

to accept institutional identifier
use this to list relevant license(s) from LAS:eR
Create license(s) in Folio

In the first instance this can be treated as a one-off data population, although should be kept in mind that eventually this will be a repeated process with updates to existing licenses and new licenses created as the data in LAS:eR changes
