Error 500 when an agreement is saved with a blank Agreement Line group

When an agreement is saved with an uncompleted Agreement Line group, an error should be displayed in the form indicating that the "Select from basket" field must be selected".

Note that this error is displayed regardless of whether or not items exist in the basket.

Error message:

Steps to recreate:

Create a new agreement
Add a start date
Select a status
Select "Add agreement line" button to show the AL group.
Save the agreement
