Interpret GOKb Package Status, Edit Status and List Status

On harvesting packages from GOKb:

For new packages, only create a new package and associated PCIs where:
//package/status == Current OR //package/status == Expected
//package/editStatus == Approved
//package/listStatus == Checked

For existing packages, only update an existing package and associated PCIs where:
//package/editStatus == Approved
//package/listStatus == Checked

Note for updating existing packages, the value of //package/status is not relevant

In either situation, if the package does not meet the specified criteria no action should be taken in relation to that package or associated TIPPs/PCIs on the import
This needs to happen in the GOKb adapter not in the package import!
