Sort order of numbers as strings is not as expected

In Agreements, eResources and Licenses, where there are numbers/digits in the name of the agreement/resource/license, they do not sort as expected, specifically a zero seems to sort before a space:

So in resources we have title sort asc:

100 Cases in Clinical Ethics and Law (2. Ed. 2016)
100 Questions and Answers to Help You Land Your Dream iOS Job
10 Steps to Repair American Democracy (2012)
...
21 for 21

but would expect:

10 Steps to Repair American Democracy (2012)
100 Cases in Clinical Ethics and Law (2. Ed. 2016)
100 Questions and Answers to Help You Land Your Dream iOS Job
...
21 for 21

i.e. the 10 expected to sort before the 100, although is expected the 21 would sort after all numbers beginning "1"

This applies in name sort for Agreements, Licenses and eResources

Noted that we also see same behaviour in Inventory - so not sure if there is a folio wide behaviour that we are seeing here?
