Manage Agreement line Active dates

During the lifetime of an agreement whether specific agreement lines are part of the agreement can change over time. This should be controlled through a date range specifying when an agreement line became active within the agreement ("activeFrom"), and when it stopped being active in an agreement ("activeTo").

These dates should be viewable and editable in the user interface

Roles and restrictions:
A user who has edit permission to the agreement may manage the activeFrom and activeTo dates for the agreement lines in that agreement

Workflow / UI expectations:
1. A user can edit Agreement line active from/to dates Agreements edit view in an Agreement lines card
2. when a user adds a new Agreement line to an Agreement the 'active from' date should default to the current date. The 'active to' date should be blank
3. A user can view Agreement line active from/to dates in the Agreements preview pane->Agreement lines accordion

Business rules & constraints:
Manage Notes functionality should only be available when the Notes app is available in the tenant
