The "Organization 1" record is inserted.
Expected:
Either a) the focus is on the "Add Organization" button
or b) the "Select organization" search form is opened and the focus/cursor is in the search box.
Actual: The focus is on the "Add Organization to Agreement" button. If using keyboard navigation only I need to press Shift+Tab two times to switch to the "Add Organization" button.

Keyboard navigation is a basic (Level A) accessibility requirement (WCAG 2.1 Criterion 2.1.1).
