Licenses App: Consortia Handling : Control who has access to Licenses

As an electronic resource librarian whose library is a part of the ABC Consortium
I do not want some or all libraries that are a part of the consortium to have access to my licenses
Because some licenses may include details that I do not want known to other libraries.

Requirement

• Allow library to decide which school OR person(s) has access to its licenses
• Maybe handled with Teams?
• Need to address CRUD permissions for libraries where this scenario is applicable
