Proxying of platform customised urls not working as expected

Overview:
In cases where there is a proxy string template and a platform customisation string template and both apply, we should get for a PCI

• The original URL (defaultUrl)
• The original URL proxied (named for the proxy string template name)
• The customised URL (named for the customisation string template name)
• The customised URL proxied  (named by combining the customisation and proxy string template names)

Currently the last of these is not working - we do not get the correctly customised URL proxied (just the customised URL) and we do not get the label of the string template
