Document file uploads should show a spinner when upload is in progress

Large file uploads or uploads on subpar connections can take a while to complete. We should show a spinner (stripes-erm-components contains a Spinner component) in the dropzone (perhaps instead of the text) while the request is in flight.

The spinner should hide itself when the upload is resolved successfully or when it throws an error. Both cases should be checked.
