Add cleanup task for orphan file uploads

As part of the file upload work. It was proving problematic to remove orphaned files in the same transaction. We need an event based cleanup that will remove a file that has just been orphaned. The implementation is more tricky than adding a routine to remove files with an owner of null, as that is the primary state of newly added records.
