Value for user:
Notes are short text fields that can be added in an ad hoc manner to various items in Folio. This enables a user to easily add notes to an item which can be then viewed by other the user and other users.
A user wishes to add a note that they have spoken to the licensor of an license about a resource being unavailable, and include information about what action was agreed. They can do this, and when they, or another user, look at the license in the future they can see this happened, what was agreed, and check that the agreed action was taken.
Roles and restrictions:
Permission to manage notes on an license should be separate to the permission to edit the license details
A user who has read/view-only permission to the license may manage the notes on that license
Workflow / UI expectations:
1. A user can manage license notes from the license (preview pane) from a new "Notes" accordion

Manage Notes functionality should only be available when the Notes app is available in the tenant
