Set up inital e2e test for Licenses

1. Set up cypress end-to-end test for licenses 
2. check it exists in navbar, and that it shows up 
3. work out how to run the test
4. use as template for extending within licenses

First test:

• Create license (Testrails test C762 https://foliotest.testrail.io/index.php?/cases/view/762)

  Action	Expected outcome
  Locate and select license app in Nav bar	License app present and can be selected successfully to open license app
  Click the "Actions" menu at the top right of the search results pane	List of available actions available including "New"
  Select "New" from the actions menu	New license edit form displayed
  Fill out minimal data for license creation (Name, Type, Status) and click "Save and close"	License successfully saved and visible in view pane
  View license in view pane	License displays with correct details
  Open "Record last updated" information	"Record created" and "Record last updated" date/time the same and reflect the date/time you create the license
