Following the move to react-query process, begun in ~~ERM-2066~~, the following are currently outstanding

Licenses Routes
SearchField (using ref and focusing "on mount" seems iffy)
downloadBlob - see also ~~ERM-2467~~
~~Pick list settings~~ (migrated fully over to the EditableRefdataList component used in ui-oa)
Log Containers to react-query in local-kb-admin and erm-comparisons - see ~~ERM-2484~~
