Add "Reason for closure" filter to Agreements search

Purpose:

User story statement(s):

As an ERM librarian
I want to be able to search for agreements based on "Reason for closure" values
so that I can find agreements that have been closed for specific reasons

Scenarios:

1. Scenario:
   • Given the Agreements search and sort
   • When I view the filters
   • Then I see an option to filter by "Reason for closure" below "Status" and above "Renewal priority"
2. Scenario:
   • Given the "Reason for closure" filter
   • When I view the filter
   • Then it is a multi-select (as used for tags filter)
3. Scenario:
   • Given the "Reason for closure" filter
   • When I add one value to the filter
   • Then the results are updated to only include agreements that have that value set as the reason for closure
4. Scenario:
   • Given the "Reason for closure" filter
   • When I add multiple values to the filter
   • Then the results are updated to only include agreements that have those values set as the reason for closure (i.e. one reason OR the other reason OR the other reason etc.)
