Missing translations in many locales

Overview: Translations are absent in the following locales: Danish, English (Britain), English (Sweden), Spanish (European), Spanish (Latin American), French, Hebrew, Norwegian, Polish, Urdu, Chinese (Taiwan)

Steps to Reproduce:

1. Log into https://bugfest-mg.int.aws.folio.org/ as a user with access to licenses and developer tools
2. Visit https://bugfest-mg.int.aws.folio.org/settings/developer/locale and click the button to set the session locale to one of missing locales named above, e.g. British English
3. From the "Apps" menu, choose "Licenses"
4. In the result pane, click any row
5. In the details pane, expand the "Terms" or "Terms (Open access)" accordions

Expected Results: All values are localized
Actual Results: Several translation keys are displayed instead of localized values
