Design migration process to using GOKb UUID as package match ID

Purpose/Overview:

• Change to the GOKb adapter to populate the package reference with the GOKb UUID instead of the shortcode
• Migrate the existing references from the shortcode to the UUID

Requirements/Scope:

1. Move from using shortcode to UUID for package matching from GOKb
2. Ensure that no duplicate packages are created as part of the migration process
3. Work out robust testing process that shows the migration works (start with shortcodes as package match point, move to uuid, packages all have UUID as match point and no duplicate packages created)
