Do not show results on local KB e-resource search until a search or filter applied

Purpose:

To avoid unnecessary searches and display of a irrelevant set of results on first viewing any local KB e-resource search, no results should be displayed until some search criteria or filter has been applied

User story statement(s):

As a ERM librarian
I want the e-resource screen to display without results
so that I can apply search criteria quickly and without irrelevant results displaying

Scenarios:

1. Scenario:
   • Given agreements with the local KB
   • When I initially view an e-resource search (package/title/platform)
   • Then no results display until I apply some search or filter
