Context (Category) not removed upon save of supplemental properties/terms

Overview:
On Morning Glory it is not possible to remove a context on an existing custom property via the UI. This fails in both Agreements (Supplementary Properties) and Licenses (Terms).

Steps to Reproduce:

1. Create an Agreement supplementary property with a context
2. Edit the property, remove the context and save

Expected Results:
Context removed

Actual Results:
Context is not removed

Additional Information:
On an existing property if you remove a context in the UI and then save, the resulting PUT JSON does not include a 'context' property.

Unlike in https://issues.folio.org/browse/ERM-2364, replacing the context with a different context does work.
