Return no results on first display of Agreement Line search

Purpose:
The initial implementation of Agreement line search behaves similarly to Agreements search in that it automatically carries out a search and returns 100 results when you access the search for the first time.

User feedback is that it would be better for Agreement line search to behave different to Agreements and instead return no results until you carry out a search - this is the same behaviour as we see in other apps for the search & filter screen
