Review behaviour on a user accessing the dashboard for the first time

Following the work to have shared dashboards it is no longer a safe assumption that we should create a dashboard for the user on them accessing the dashboard for the first time. We need to have some behaviour for what should happen when the user accesses the dashboard app when they have no dashboard/no default dashboard

Expected outcome of this task:

• A Jira issue describing what behaviour should be implemented for users accessing the dashboard for the first time / if they don't have a default dashboard
