Agreement Description field causes a system error when the maximum number of characters is exceeded

Overview:
When the maximum character limit is exceeded in the Description field a system error is displayed, instead of an inline validation error.

Steps to Reproduce:
Tested on Folio snapshot https://folio-snapshot.aws.indexdata.com/

1. Select an existing agreement to open the preview panel.
2. Select the Edit option.
3. Enter a long description, e.g.
   • Lorem ipsum dolor sit amet, consectetur adipiscing elit, sed do eiusmod tempor incididunt ut labore et dolore magna aliqua. Ut enim ad minim veniam, quis nostrud exercitation ullamco laboris nisi ut aliquip ex ea commodo consequat. Duis aute irure dolor in reprehenderit in voluptate velit esse cillum dolore eu fugiat nulla pariatur. Excepteur sint occaecat cupidatat non proident, sunt in culpa qui officia deserunt mollit anim id est laborum.
4. Save the record.

Expected Results:
An inline validation error message should be displayed

Actual Results:
The below error message is displayed. Also see screenshot.
