Users information not retrieved/displayed for Internal Contact for agreement

Overview:
Steps to Reproduce:

1. Create an agreement with a lined a user as an Internal Contact
2. Logout
3. Login and view the agreement and open the Internal Contacts accordion

Expected Results:
Fetch to Users occurs and correct information for user displayed in Internal Contacts accordion

Actual Results:
No fetch occurs, information does not display
