Non-scrolling column headings in ERM Comparisons report view

Purpose:
When viewing an ERM Comparison report, currently as you scroll down the report, the column headings move off the screen. This story is to keep the headings on the screen as the user scrolls down the report

User story statement(s):

As an ERM librarian
I want always have the ERM Comparison report headings on screen
so that I can easily see what information is in which column

Scenarios:

1. Scenario:
   • Given I create an ERM Comparison report with more rows that displays on a single screen
   • When I scroll down the report
   • Then the column headings remain visible
