Display "-" in Count column for Agreement lines that do not link to a resource

Purpose:
When an agreement line does not have a resource attached (i.e. entitlement with 'type' == 'detached') currently the 'count' column in the MCL on the Agreement view displays as '1'. It should instead use a dash (aria label 'No value set')

User story statement(s):

As a ERM librarian,
I want to know where a count of the number of resources in an agreement line isn't applicable
so that I can easily understand the information I am seeing

Scenarios:

1. Scenario:
   • Given an agreement line with type == detached
   • When that line is displayed in the Agreement Line MCL
   • Then the "Count" should be '-' with aria label 'No value set'
