Resource appears twice in "Dropped" list for agreement

Overview:
In specific circumstances a resource can appear twice in a "dropped" list of resources in an agreement

Steps to Reproduce:

1. Upload the attached package JSON via Local KB Admin to create a package which has both dropped and future titles included access_start_access_end_test.json
2. Create two agreements
3. To the first agreement add the journal "Afghanistan" as an individual agreement for the PCI in the uploaded package "access_start_access_end_tests Package"
4. Check the "E-resources covered by this agreement" section for this agreement and see:
   1. 1 current title: Afghanistan
5. To the second agreement again add "Afghanistan" as an individual agreement for the PCI in the uploaded package "access_start_access_end_tests Package", then ALSO add the package "access_start_access_end_tests Package" as an agreement line
6. Check the "E-resources covered by this agreement" section for this agreement and see:
   1. 2 current titles: Afghanistan, Archaeological and Environmental Forensic Science
   2. 3 dropped titles: Afghanistan, Afghanistan, Archives of Natural History

Expected Results:
Afghanistan should only appear once in the dropped titles, not twice (although it is correct for it to appear in both the current and dropped lists as it is current for the PCI but dropped from the package)

Actual Results:
Afghanistan appears twice in the dropped list
