Licenses: apply the FOLIO UX guideline for the Edit record pane title

Apply the FOLIO UX guideline for the Edit record pane title at https://ux.folio.org/docs/guidelines/components/pane-header/ to the Edit License and Edit Amendment panes.

1. When editing a license, instead of displaying:

{License icon} {License name}

in the pane title, display the following:
{Licenses icon} {"Edit license - "} {License name}

E.g. [icon] Edit license - Elsevier ebooks 2021-2026

2. When editing an amendment, instead of displaying:

{Amendment icon} {Amendment name}

in the pane title, display the following:
{Amendment icon} {"Edit amendment - "} {Amendment name}

E.g. [icon] Edit amendment - Elsevier ebooks 2021-2026 amendment 3-3-2012
