Change restriction on GOKb harvest `editStatus` value

Overview:

Currently the GOKb adapter GOKbOAIAdapter.groovy skips packages unless they have editStatus == 'approved'. Feedback from Moritz suggests that the editStatus is rarely used proactively by GOKb editors, so even for completed package information, the editStatus remains at 'in process'

We should change this restriction so that the package is only skipped if the editStatus == 'rejected'
