General License note not displayed in Agreements view

Steps to Reproduce:

1. Create an Agreement including some text in the "General notes about the agreement's license" field in the License information accordion
2. View Agreement

Expected Results:

General note about the agreements license would be displayed in Agreement view

Actual Results:

General note about the agreements license isn't displayed anywhere in the Agreement view

Add the general license note (`licenseNote` property) to the Agreements view pane, in the Agreement summary section, below the "Description" and before the "Period" information with the heading "General notes about the agreement's license" as shown in this mockup:

Because this is not a widely used field, if there is no licenseNote property, do not show the note or the heading
