Manage tags on Agreements

Value for user:
Tags are short metadata labels that can be added in an ad hoc manner to items. This enables the user to easily label, and then retrieve using the same label, a set of items (in this case agreements) that they wish to group together or take some action on.

Examples:

• A user wishes to tag all agreements that will require a review in April 2020. They add a tag of "April 2020" to the relevant agreements, and then they can search using the tag and retrieve all the relevant agreements for action

Roles and restrictions:

• Permission to manage tags on an agreement should be separate to the permission to edit the agreement details
• A user who has read/view-only permission to the agreement may manage the tags on that agreement

Workflow / UI expectations:
1. A user can manage Agreement tags from the Agreements (preview pane) by activating the tags panel

The tag management interface should follow the pattern established in the Users app

Business rules & constraints:

• Manage tags should only be available when enable tags = Y in Settings > Tags > General per FOLIO-1302
• When setting a tag
  • the user should be prompted to use existing tags that match any text string they have typed
