Is Set / Is Not Set doesn't work for Open Ended filter in license simple search widget

Overview:

If you setup a widget instance to use the "Open ended?" filter, and choose "is not set", the filter does not find licenses where the end date semantics are not set

This is because the Open ended filter is checking for endDateSemantics.value%20isNotSet when it needs to check for endDateSemantics%20isNotSet

Additional Information:
May need to either abandon "not set" or have a separate filter for this?
