Description
ui-dashboard should support the following UI permissions:

| Dashboard: Manage dashboard | A user with this permission can create a dashboard and add, edit, remove and re-order widgets on their dashboard |
This should include the following sub-permissions:
- module.dashboard.enabled (frontend)
- servint.dashboards.manage (backend)
Additionally the existing visible permissions defined on the frontend
- settings.dashboard.enabled
- module.dashboard.enabled
Should be changed not be visible ("visible": false)
