Implement "No results found" message for simple search widget

In a simple search widget instance, if the filters configured lead to no results being found, the user should see a message "No [licenses/agreements] found" as per the UX guidelines https://wiki.folio.org/display/ERM/Dashboard+UX

Dev task breakdown

• Check size of array returned from fetch made by simplesearch widget
• If array is null/size is 0, return formatted message with translated "no results found"
