Remote KB "LOCAL" should be created as read only

Overview:
Steps to Reproduce:

1. In a Folio environment where the LOCAL remote kb does not exist (e.g. a fresh install)
2. Upload a package file via the Local KB Admin app (example file attached to this issue)
3. See the LOCAL remote kb record created doesn't have readonly set to "true" and so can be edited via Settings -> Local KB Admin -> External data sources

Expected Results:

The LOCAL remote kb record should be created with readonly set to "true" and not be editable via Settings -> Local KB Admin -> External data sources

Additionally - a housekeeping process to reset LOCAL to readonly if necessary
