ui-local-kb-admin.jobs.edit should include erm.files.edit and erm.kbs.view as subpermissions

Overview:

Without the erm.files.edit sub permission the user cannot upload a file and therefore cannot practically create new jobs

Steps to Reproduce:

Login with a user who has only the ui-local-kb-admin.jobs.edit permission granted

Access the Local KB Admin app, and start to create a new job, and try to upload a file

Expected Results:

User can successfully upload a file
Actual Results:

User gets error message saying the file was not uploaded

Access requires permission: erm.kbs.collection.get
