Add count of populated terms in accordion header

In the header for the "Terms" in the Licenses and Amendments view panes, add a count of the number of populated terms. Follow the same styling as per other accordions

To test:

1. Ensure there is at least one license term defined in the tenant and that this is set to be a "Primary" term
2. Create a new license without setting the term value
3. Check the count for "Terms" is zero
4. Edit the license and add a value for the primary term, save and close
5. Check the count for "Terms" is one
6. Add an Amendment to the license and save without setting the term value
7. View the amendment and check the count for "Terms" on the amendment is zero
8. Edit the Amendment and add a value for the primary term, save and close
9. View the amendment and check the count for "Terms" is one
