In Local KB Admin, Actions menu should only display if there are actions available to user

Overview:
Steps to Reproduce:

1. Create a user with permission assigned "Local KB admin: View jobs" but not "Local KB admin: Create jobs"
2. Login with this user
3. Navigate to Local KB Admin and open Actions menu in the search and sort results MCL
4. See there are no actions to pick

Expected Results:

1. User does not see the Actions menu

Actual Results:

1. The Actions menu is present even when there are no available actions
