Add FOLIO keyboard shortcuts to Amendments

Stripes incorporates a set of keyboard shortcut keys for implementation across all apps. See:

The following shortcuts should be implemented in Amendments:

• Expand all accordions on detail record - cmd / ctrl + alt + b.
• Collapse all accordions on detail record - cmd / ctrl + alt + g.
• Duplicate record - alt + c.
• Edit selected detail record - cmd / ctrl + alt + e. If focus is on the Amendment view pane, edit the Amendment record.
• Save edit / new form changes - cmd / ctrl + s.
• Go to Search & Filter pane (aka first pane) - cmd / ctrl + alt + h. Focus must be on any element of the Licenses app. Note that this may have been implemented as part of ERM-1239
