Terms accordion on licenses and amendments (view and edit screens) is truncated

Overview:
When viewing the terms accordion on the license or amendment view or edit screens, the list of terms is not fully displayed, with no option to view the full set of terms on the license/amendment

Steps to Reproduce:

1. Start to create a new license
2. In edit screen scroll to Terms accordion and scroll to the bottom of the terms
3. Notice that you cannot see all the terms or the options for adding additional terms
4. Save license
5. In view pane open Terms accordion and notice you cannot see all the terms or the options for adding additional terms

The same issue can be seen in the Amendment view and edit screens

Expected Results:
Full list of terms and options to add additional terms should be display in the accordion

Actual Results:
Terms accordion is truncated and you cannot see all the terms or the options for adding additional terms
