Agreement focus issue : Focus only displays in Search box upon clicking on another app and returning to Agreements app

On Folio Snapshot

1. Click on Agreements (or go directly to https://folio-snapshot.dev.folio.org/erm/agreements)
2. Notice that focus is not on the search box
3. Click on another app
4. Return to Agreements app (notice URL is now like https://folio-snapshot.dev.folio.org/erm/agreements?filters=agreementStatus.active%2CagreementStatus.draft%2CagreementStatus.in_negotiation%2CagreementStatus.requested&sort=name)
5. Notice that focus is on the search box

Expected outcome: Anytime you click on Agreements app or visit https://folio-snapshot.dev.folio.org/erm/agreements AND search pane displays then the focus should be on the search box

Dev task breakdown:

**1) The expected result is inconsitent. It works sometimes. So, needs further investigation. Ideally the autoFocus here should already solve this issue. But something is overriding that focus (the results list). Needs further investigation as to why
