Add date created/last updated metadata to Licenses and Amendments

Using the same design as in other apps (e.g. Orders - see attached screenshot) add the data from "dateCreated" and "lastUpdated" to the license and amendment view screens.

We do not currently record the "Source" for updates, so this property should be omitted

The information should be displayed directly below the main license name display as highlighted by the red rectangle in this screenshot

on Amendments the equivalent position (below the main heading with the amendment name) should be used

Dev Task breakdown:

The `ViewMetaData` component from stripes-smart-components is used to display the metadata. For Licenses this needs to go in the LicenseInfo component. Checkout its usage in the orders  app. First, need to verify if the actual metadata to be displayed is being sent from the backend or not.

Similarly the logic needs to go in the AmendmentInfo component
