On Platform view Action button should not show if user would see no options in Action dropdown

Overview:
Steps to Reproduce:

1. Create a user with permission to Search and View Agreements, E-Resources and Platforms (three permissions)
2. Login with this user and view a Platform record

Expected Results:
No Action button displays

Actual Results:
Action button displays but on clicking there is no content to the Action menu
