Licenses: Supplementary documents: Do not hide the Note field when empty

When supplementary documents are added to a license or an amendment and no note is added the Note label does not display in the License or Amendment View, leaving empty space.

To recreate:

1. Add a supplementary document to a license or amendment, leave the Note field blank.
2. Save the record.
3. In the view pane open the "Supplementary documents" accordion.

The below screen snip shows the issue.

What should happen:

1. The Note label should display with a "-" in the value.
