Agreements: Supplementary documents: Do not hide the Note field when empty

When supplementary documents are added to an agreement and no note is added the Note label does not display in the Agreement view, leaving empty space.

To recreate:

1. Add a supplementary document to an agreement, leave the Note field blank.
2. Save the agreement
3. In the view pane open the "Supplementary documents" accordion

The below screen snip shows the issue.

What should happen:

1. The Note label should display with a "-" in the value.
