"Platforms" button should only display in search and filter pane to users with "ui-agreements.platforms.view" permission

Overview:
Steps to Reproduce:

1. Create a user with permission assigned "Agreements: Search & view agreements" but not "Agreements: Search & view platforms"
2. Login with this user
3. Navigate to Agreements and look at search pane
4. See "Platforms" is an option in the search pane

Expected Results:

1. User does not see the "Platforms" search option

Actual Results:

1. User sees the "Platforms" search option
