Exporting Resources from Agreement when "All" filter selected does not export all resources

Overview:
Steps to Reproduce:

1. Create an agreement
2. Add an agreement line with an "Active to" date before the current date (e.g. 1st November 2020)
3. In the "E-resources covered by this agreement" section of the agreement view, select "All"
4. Click "Export as" and choose either KBART or JSON

Expected Results:

1. All resources included in the agreement, no matter whether they are currently part of the agreement based on the Agreement Line active from/to dates or the PCI access from/access to dates

Actual Results:

1. Only current resources export
