Licenses: consolidate Edit and New under the Actions menu button

    Description

      Search and sort

      In the Licenses search and sort pane two buttons are displayed "Actions" and "New", as shown in the screen snip:

      A "New" option should be available under the actions menu, and the "New" button removed.

      License and amendment preview

      In the License preview and the amendment preview two buttons are displayed "Actions" and "Edit". as shown in the screen snip:

      The Edit button should be removed (an Edit option already exists under the Actions menu).
