Platform edit screen

• Support for saving a single platform record to be added to backend. This should include option to save:
  • Local platform code (once implemented ERM-1135)

In first instance we do not plan to support editing the Platform name in the UI, although that may be implemented in a later iteration.
Platform locators should not be editable

• Only users with new permission "Agreements: Edit platforms" should be able to edit a platform

Edit UI should let user:

• Edit local platform code (once implemented ERM-1135)
• The local platform code field should be limited to <255. The UI should not let the user enter more than 255 chars into the field
• Should be possible to add one or more "Platform URL Customisation settings” (once implemented ERM-1136 this should not be included until ERM-1136 is done*strong text*)
  If the user has new permission "Agreements: Edit platforms" then the user should see an Action button to Edit the platform record (see ERM-1134)
