Add support for date type custom properties to the licenses UI

Purpose:
To allow the user to use a date selector when setting a custom property with a date type

User story statement(s):

As a ERM librarian
I want to be able to use a date picker to add a custom property (license term) value where the custom prop has type == date
so that I can set the value correctly with no chance of mis-keying the value

Scenarios:

1. Scenario:
   • Given the license UI
   • When there is a license term with a data type = date
   • Then when I edit the term, the value field has a date picker control
2. Scenario:
   • Given the license UI
   • When there is a license term with a data type = date
   • Then when I edit the term, the value field accepts only values that conform to valid date formats (using the date format for the locale as appropriate)
3. Scenario:
   • Given the license UI
   • When there is a license term with a data type = date
   • Then when I view the term, the value field displays with the correct date format for the locale
