"Future" and "Dropped" title lists do not include directly linked PCIs

Overview:
Requests like:
/erm/sas/<Agreement UUID>/resources/future
/erm/sas/<Agreement UUID>/resources/dropped

Do not return resources that are derived from Entitlements that directly address a PCI where the Entitlement has an "Active from" date in the future (should appear in "future" list) or "Active to" date in the past (should appear in "dropped" list).

The request for "current" or "all" titles includes the resources correctly
Where the resource is derived from an Entitlement for a package, the requests work as expected

Steps to Reproduce:

1. Create agreement
2. Add Agreement Line for a PCI
3. Set the "Active From" date for the Agreement Line to a date in the future
4. Request /erm/sas/<Agreement UUID>/resources/future

Expected Results:
Get a list resources including the resource the PCI refers to

Actual Results:
Get no resources listed

Additional Information:
I think this is related to the implementation of the new ErmTitleList for the Comparison work.
This works in Goldenrod so has been introduced since the Goldenrod release
